Reminder: The NYCPS (DOE) Chancellor is the one to approve or reject the pay proposal for school bus attendants (AKA matrons). Their work with students with disabilities merits a respectful raise!! The Office of Labor Relations and Office of Management and Budget have influence on the non-profit NYCSBUS which will negotiate when the agreement reaches its next stage.

As [a parent/guardian of NYC school bus riders…a parent leader in District x…an educator…an advocate/organization concerned with Disability Justice…a City employee…],

I/we urge you to approve the wage increase proposal from ATU 1181-1061 for the school bus attendants.

These (mostly women) workers provide a Related Service for students with disabilities who must have Specialized Transportation in order to receive an appropriate education under Federal civil rights laws IDEA and Section 504.

Anything that compromises the stability of the yellow bus workforce harms our students' attendance and well-being – whether it's for one day, the duration of a potential strike, or for five more years of attrition and turnover. If you believe that everyone deserves equal access to education, show it by investing in respectful compensation for the school bus attendants. 

Disruptions to mandated transportation impact  parent job security and the local economy. If school bus attendants do not receive compensation to meet living expenses, their spending power and the taxes they pay will be lower. The City pays high legal fees when sued for violations of the Transportation section of IEP contracts - violations which would surge in the case of a strike but could be prevented by full, uninterrupted staffing of bus routes. When wages and benefits do not cover rent, grocery and medical costs for these essential workers, other government agencies have to take up the burden.

ATU Local 1181-1061 Press Release on the tentative agreement reached at most but not all of the companies. In return for these promises the union leaders will not be calling a strike at those companies. However the members have the last word on whether to vote yes or no to finalize the agreement as a contract. In addition NYCSBUS and 2 smaller companies still need to negotiate with ATU.

Parents to Improve School Transportation are cautiously optimistic for a settlement with an attractive wage structure to turn around the staff shortages and stop the harm caused to children by doubled up Bus routes. We hope that the members and leaders of ATU 1181 come out of this process empowered to help parents make systematic policy changes through the School Bus Bill of Rights campaign.

We highlighted the part about how if you want reimbursement for transporting a D75 student, an adult must accompany them. The rest is not new, there is still no clarity on how often parents have to go look for the Metrocards and whether they will get you from school A to school B to get the next sibling…

Parents are watching these negotiations because the transportation of our children depends on having a stable workforce. 

The school bus companies have had 10 years of taking profits out of the wages/benefits of new hires, without investing it in vehicle repairs or anything that benefits the riders. If they don't make moves to restore the living standards of drivers and attendants, our families will keep having delays and hardship. If a strike happens now, it's on them for putting profits ahead of Education and disability rights.
